Start with the real role

Choosing a work pass is part of workforce planning. It should follow the actual responsibilities, proposed salary and candidate profile. Changing a job title to make an application appear suitable does not resolve a mismatch between the job and the supporting information. Prepare a clear description of what the employee will do and why the business needs that capability.

Employment Pass: look beyond the headline salary

MOM assesses EP eligibility through the qualifying salary requirement and, unless an exemption applies, COMPASS. Salary requirements vary with age and sector. Use the current MOM eligibility page and Self-Assessment Tool rather than relying on a single minimum figure from an old article. Employer information can also affect the assessment; a strong CV alone does not settle the question.

S Pass: consider the employer as well as the candidate

The S Pass has its own salary eligibility requirements. Employers must also consider quota and levy. Before giving a candidate a firm joining date, check the business’s position and the relevant application requirements. Do not assume that an unsuccessful EP application will automatically qualify for an S Pass.

Use the application date in your planning

Requirements can change between recruitment and submission. The MOM eligibility pages distinguish current requirements from announced future changes. If you are recruiting for a later start, confirm which rules apply to the planned submission and renewal dates. Keep a note of when the assessment was performed and reassess if the salary, role or candidate details change.

Make the supporting information consistent

Review the offer, job description and application details together. Check that employment dates, qualifications and salary components are described consistently. If a document is unclear, resolve the discrepancy with the candidate before submission. Keep a checklist of outstanding information and assign someone to follow up, rather than collecting documents through multiple uncoordinated message threads.

Before you commit

Allow for any applicable advertising requirement, the candidate’s notice period and the application process. A favourable preliminary assessment is not approval. Trust Vision can help organise the employer and candidate information, discuss the appropriate route and identify gaps. MOM makes the final decision, and the worker must have valid authorisation before starting work.
